Good News and Bad News About Ottawa's Waste Management

Ottawa's waste management has seen improvements, but challenges remain. Discover the achievements and hurdles in our recycling efforts!

Good News and Bad News About Ottawa's Waste Management

The Good News:

In 2013, Ottawa achieved a significant milestone by diverting more than 50% of curbside garbage from landfills for the first time. The green bin collection saw a remarkable increase of 23.6%, totaling 83,000 tonnes. This achievement indicates a growing awareness and commitment to environmental sustainability among Ottawa residents.

Understanding the Green Bin Program

Ottawa's green bin program is designed to help residents dispose of organic waste responsibly. This includes food scraps, yard waste, and other compostable materials. The city's efforts have been instrumental in promoting recycling and reducing landfill waste. To participate, residents simply need to place their organic waste in the designated green bins for collection.

The Bad News:

Despite the impressive statistics, not all of the green bin waste is being processed at Orgaworld, the facility responsible for processing organic waste. Only 69,000 tonnes of the collected organic material were processed there, while 14,000 tonnes were sent to Trail Road for composting instead of landfilling. This discrepancy raises questions about the efficiency of the city's waste management strategy.

City's Commitment to Waste Diversion

The city of Ottawa has made significant strides in waste diversion, achieving a 51.9% diversion rate in 2013, up from 45.1% in 2012. This increase is attributed to the rise in compostable material delivered to Orgaworld, which surpassed 80,000 tonnes. Despite these achievements, the city faces challenges with ongoing arbitration concerning its contract with Orgaworld, limiting its ability to discuss waste diversion openly.

Insights from Local Leaders

Local leaders, including Councillor McRae, have expressed concerns about the city's waste management practices. The contract stipulates a “Minimum Annual Tonnage Guarantee,” meaning Ottawa pays for 80% of 100,000 tonnes, regardless of actual waste processed. This has financial implications, with costs starting at approximately $100/tonne in the first operational year and increasing with inflation. As a result, taxpayers are footing a significant bill of over $8 million annually.

Challenges Ahead for Waste Management

Despite the positive trends in waste diversion, the city has seen a decrease in total waste sent to landfills, down by 10% from 194,000 tonnes in 2012 to 175,000 tonnes in 2013. However, the overall waste collected slightly decreased by 0.8%, from 329,000 tonnes to 326,000 tonnes. This indicates that while the city is improving its waste management, there are hurdles to overcome.
