The Troubling Journey of E-Waste to Hong Kong

The U.S. might be dumping up to 20% of their electronic waste in Asia, particularly in Hong Kong. This alarming discovery comes from a recent article in Time that highlights findings from the Basel Action Network (BAN), a prominent NGO dedicated to protecting the environment from toxic materials. The investigation utilizes GPS trackers to monitor the flow of e-waste and reveals shocking statistics about the exportation of hazardous electronic materials.

The E-Waste Transparency Project

The Basel Action Network's e-Trash Transparency Project is a groundbreaking initiative that tracks the movement of electronic waste from the United States to various global destinations. Between July 2014 and February 2016, the project followed 205 discarded consumer electronics delivered to recyclers across the country. The findings are disturbing:

40% of the 152 deliveries to U.S. electronics recyclers went offshore, predominantly to China.
96% of the exports are likely illegal under international or U.S. law.
93% of U.S. e-waste exports ended up in developing countries.
75 companies were implicated in transactions that led to the export of e-waste.
Many recyclers falsely claimed on their websites that they do not export e-waste.
"R2" Certified Recyclers exported at higher rates than average, while e-Stewards Certified Recyclers fared better.
Hong Kong's electronics junkyards pose significant health risks to workers and the environment due to exposure to toxic substances like mercury.

Types of E-Waste Tracked

For this project, BAN focused on three types of hazardous waste: LCD monitors with mercury backlights, CRT monitors, and printers. Each of these categories is classified as hazardous under international law. The results showed that:

53% of the LCDs studied were exported, making them the most frequently exported item.
30% of printers were exported.
Only 18% of CRTs were exported.

It's evident that LCDs, particularly those with mercury lamps, are among the most toxic e-waste items.

Legal and Ethical Concerns

The investigation also raises serious legal questions regarding fraud and false advertising. Of the 72 companies studied, 18 (25%) made strong claims on their websites that they only manage e-waste domestically, while they were actually part of a chain exporting hazardous waste.

The Impact on Hong Kong

Hong Kong's e-waste problem is compounded by the presence of junkyards where workers are often exposed to dangerous toxins. These conditions not only threaten the health of individuals but also damage the local environment. Greenpeace has reported on the dire consequences of mishandling e-waste in this region.
